Proposal 1
RULE CHANGE PROPOSAL (Rule 40) & (Rule 36) PROPOSED: JEAN BRACKENRIDGE (SUSSEX) SECONDED: PAULINE WITHEY (OXFORD)
Rule 40 (Current Rule) Inter County Open Representative matches will be seven – a – side. Ladies will be 5 –a –side. Counties may enter A and B sides for both Competitions and C sides for the Ladies.
Rule 40 (Proposed Change) Inter County Representative matches will be seven – a – side. Each County may enter 1 Open and 1 Ladies Teams. All Counties must confirm their attendance by 31st August. There will Be 2 Divisions of maximum 7 teams in each. If there are spaces after teams have confirmed the order of teams to be invited will be
1. Ladies County Select team (from Counties who have not entered a Ladies team) 2. B teams will be invited to play. ( Any team in Div 1 will be invited first then B teams will be invited on where they finished in the previous year) 3. If there are still spaces a County 7 side will be invited. (from Counties that have not entered a B team)
The Tournament Director to appoint an appropriate person/s to choose the select sides.
(The reason for this change is that this year in the Ladies County there were 2 Sussex and 2 Oxford teams. Oxford are almost guaranteed only 1 team next year and Sussex struggled to get a B team together. This could mean that there may only be 2 teams enter. Even if Surrey send a team and there is a County 5 side there would still only be 4. This does not make the day viable and the Ladies Competition could disappear from the calendar. Once a competition has disappeared I know through experience how difficult it is to get it re-instated.)
If this proposal is rejected then there is no need to go any further with the following rule change.
If accepted
Rule 36 (Current Rule) Lady players will be permitted to play in both the County Championship and the Ladies County Championship. Lady players will not be permitted to play in both the Individual Championship and the Ladies Individual Championship in the same year.
Rule 36 (Proposed Change) The first sentence to be: Lady players will not be permitted to play for more than one team in the County Championship in the same year.
Next year could look like this
Div 1 Sussex A Kent A Berks A Oxon A Northants A Surrey A (not relegated) Sussex B (retain a place in Div 1 as won Div 2)
Div 2 Hampshire A Bucks A Sussex Ladies Oxon Ladies Ladies Select 7 Kent B Oxon B
The following Rule Change would need to be changed if the above get accepted. I would also like this proposal discussed even if the above is rejected
RULE CHANGE PROPOSAL (Rule 3) PROPOSED: JEAN BRACKENRIDGE (SUSSEX) SECONDED: NIGEL SENIOR (SUSSEX)
Rule 3 (Current Rule) Competitions will include a County Championship; a Ladies County Championship; an Individual Championship; a Ladies Individual Championship; a Pub Championship; an Over 50's Championship; an Over 60's championship and a Grand Prix.
Rule 3 (Proposed Change) AEBBA will be free to run whatever competitions it deems economical but, if included, age related competitions will be for the Under 25's, over 50's and over 60's
I would also like the following discussed
If the rule is changed there would be no Ladies County Championship so the Mens Individual would need to be moved
My suggestion is that the Team Champs stay the same at Didcot but the Special Ladies be played at Bucks. (I have spoken to some ladies and feel they would be happier to travel to Bucks for this although there are no guarantees but surely worth a try). The Mens Individual could be played on this day.
If the rule isn’t changed I would like to suggest the Team Champs & Special Ladies be moved to Bucks for the reasons given above.
I would like the following Rule Proposal to be discussed only if the above Rule Change above does not go through
RULE CHANGE PROPOSAL (Rule 40) PROPOSED: JEAN BRACKENRIDGE (SUSSEX) SECONDED: PAULINE WITHEY (OXFORD)
Rule 40 (Current Rule) Inter County Open Representative matches will be seven – a – side. Ladies will be 5 –a –side. Counties may enter A and B sides for both Competitions and C sides for the Ladies.
Rule 40 (Proposed Change) Inter County Open Representative matches will be seven – a side. Counties may enter A & B sides. Ladies may enter a Select 7 side a Captain and Vice Captain elected to pick the Select Team. Ladies County Representative matches will be 5-a-side and Counties may enter A B and C sides.

Proposal 2
PROPOSED BY CLIVE THOMPSON SECONDED BY COLIN SOUTHOUSE
Please accept the following proposals for revisions to existing Rules 3) and 47) for consideration at the 2016 AEBBA AGM. (This being an attempt to remove the possibility of misinterpretation, whilst at the same time not limiting the Committee’s scope for decision-making.) Current reading: 3) Competitions will include a County Championship; a Ladies County Championship; an Individual Championship; a Ladies Individual Championship; a Pub Championship; an Over 50's Championship; an Over 60's championship and a Grand Prix. Replace with: 3) Competitions will include a County Championship; a Ladies County Championship; an Individual Championship; a Ladies Individual Championship; a Pub/Club Championship; an Over 50's Championship; an Over 60's championship; an Under 25’s Championship; Alternative Rules Competition(s) and separate Grand Prix for Ladies and Men.. (Proposed by Clive Thompson, seconded by Colin Southouse) Current reading: 54) Jersey and Guernsey will be invited to provide entries to the All England Individuals, Ladies Individuals, Team Competitions and the County Championships as they are associate members. a) Alternate (Triangle) Rules: b) The break position for this variation is to play a ball from the centre of the 'D' to hit a triangle of six white balls. c) The triangle of balls is to be placed on the centre line between the 100 hole and the 10 hole, lead ball nearest the 100 hole, with its centre 14 cm from the centre of the 100 hole. d) Should insufficient balls be available to fill the triangle after the bar has dropped, the triangle will be built row by row from the front and right hand side. e) All shots to be played 'off-the-spot' from the centre of the 'D'. f) The black skittle will only count as a white for this competition, except for the 'last ball shot'. g) A.E.B.B.A. will only supply trophies to the winners, runners-up and highest break.
Replace with: 54) Jersey and Guernsey will be invited to provide entries to the All England Individuals, Ladies Individuals, Team Competitions and the County Championships as they are associate members. Alternative Rules a) When “Triangles” version used: i) The break position for this variation is to play a ball from the centre of the 'D' to hit a triangle of six white balls. ii) The triangle of balls is to be placed on the centre line between the 100 hole and the 10 hole, lead ball nearest the 100 hole, with its centre 14 cm from the centre of the 100 hole. iii) Should insufficient balls be available to fill the triangle after the bar has dropped, the triangle will be built row by row from the front and right hand side. iv) All shots to be played 'off-the-spot' from the centre of the 'D'. v) The black skittle will only count as a white for this competition, except for the 'last ball shot'. b) When run as “Off the Spot” (hosted in turn by Counties on behalf of AEBBA): Normal playing rules apply – apart from that ALL shots must be played from the centre of the D: failure to observe constituting a foul shot. c) When run as a “4-Pin” competition (hosted by Counties on behalf of AEBBA): Rules as employed in the East Anglian Open apply. d) A.E.B.B.A. will only supply trophies to the winners, runners-up and highest break.
(Proposed by Clive Thompson, seconded by Colin Southouse) NB. If passed, for the sake of clarity the words “Alternate Rules” (itself a misnomer) should be removed from Rule 47 as the competition is in essence an Open.
FURTHER RECOMMENDATION TO THE AEBBA (not a Rule change as such):- Proposal The Alternative rules Competition should be changed from the "triangles" rules and be replaced with the 4 pin rules Reason The 4 pin version is a true alternative version of the game and is on the ascendancy and gaining popularity year on year: With the current lethargy in the game, the AEBBA should embrace the opportunity of expanding the playing of Bar Billiards wherever possible and practicable. (proposed by Colin Southouse, seconded by Clive Thompson)
