This Years AGM will take place on MONDAY 19th June 8.30 start at The Roffey Club.
It will be in the new room in the main hall The Club is fully booked on Tuesday's so that's the reason it's on a Monday. It would be great to have someone from each team present in order to get a good representation.
Any Rule change proposals need to be with me in writing by Monday the 5th June.
It must contain the rule number the original wording and the proposed amendment.

I would like to propose that HBBL follow BHBBL and other Sussex Leagues and have a Player Short rule
The important thing to remember about this rule is that it keeps teams going, in the past three years it has helped Alfold SC, The Three Compasses and Stout HouseA.
Last season it helped Southwater SC, The Three Compasses and Springbok Club In other words without this rule teams may have dropped out, and the BHBBL would have had only ten teams and not twelve teams last season BHBBL PLAYER SHORT RULE
To give a fifth player a chance to arrive the first four games are to be played normally. If after the first four games have been played and a team is still a player short, the opposing captain draws one of the four players to play a second time. The result of this game ill count for the team result, the fifth player’s individual record, but not the player’s individual record that is playing for the second time
This rule can only be used a maximum of six times a season, and once a player has played the extra game, he cannot be drawn as the extra player until the other players have taken their turn
If it is a league match, and it is the away player that is a player short, that player does not have the break, giving it to the home player. After the opening break the rest of the game is played normally. If it is the home team that is a player short, the game is played normally
If it is a Team Cup match, the opposing player has the opening break, but there is no even break
If both teams are a “Player Short” then that game is declared a draw
Although there are problems with this rule, I do not think that any team is mis-using it intentionally The first problem with this rule is that sometimes a player takes his turn, when he has already done so in a previous match. These are honest mistakes, usually by teams that have to use this rule infrequently. I send them an E-Mail saying who has already taken their turn, and who should take their turn on future occasions The second problem is that this rule can only be used six times during a season.
If a team uses a rule six times, I E-Mail them telling them that it is OK for them to use the rule again, provided that they have the agreement of the opposing captain.
Last season Springbok Club used the rule six times, whilst Southwater Sc and the Compasses both used the rule an extra time
Maybe this rule should be amended, either to increase the number of times used, or to add the proviso of getting the opposing Captain’s permission for the extra times What this rule cannot take into account, is the ability of the player playing for the second time, a good player should win whether he has the break or not. Personally I believe that there should also be a penalty for a home player, maybe he should win by a higher margin, say 25%. If the away player scores 1,000, the home Player Short player has to score 1,250, 2,000 has to score 2,500, 3,000 has to score 3,750 etc etc
These two points will be discussed at the BHBBL AGM in July

Your proposal is noted JT but will need a seconder to go forward to a vote. Just to pick you up on a point, the way you have worded it, it sounds as if other leagues in Sussex have adopted this already, but as far as I am aware, Billingshurst is the only one.

Just to pick you up on a point, the way you have worded it, it sounds as if other leagues in Sussex have adopted this already, but as far as I am aware, Billingshurst is the only one. Brighton have a four player rule and I am pretty sure that Hastings also have a similar rule.

Main points of note from the AGM held last night (others may wish to cover any omissions):
Our President Rod Tarratt kindly attended, invited a question and answer session, and gave an assurance of 'business as usual' as regards table hire.
The Chairman, Gen.Sec and Comps Secretary all gave their reports on the season with tributes to all who had made donations and indeed to all who had helped the League in any small way. Local achievers at county and national level in the last 12 months were documented. It was felt that the current trading balance justified an increase in team registration fees from £40 to £50. Competition entry fees will however remain the same (£1-50 per player per competition).
A small shake-up in the Committee resulted from the resignation of Stu Carruthers (Competitions Secretary) due to family commitments. During his 3 years in the job he had proved to be invaluable as an innovator.
Graham Sparksman takes over once more as Chairman and Yours Truly has taken on Comps Sec. until a suitable 'bright young thing' can be found. The rest of the Committee remains the same with the addition of Ben Procter whom we welcome as a playing committee member.
Stuart was also thanked for his spell as Interleague Captain and Dick Cable will now take over the role.
One Constitutional Rule amendment was passed where it was considered there had been a gap, and the viability of a "4-player rule" was discussed at great length but was defeated when it went to a casting vote.
Very best wishes to new Chairman 'Sparky' who I must say looks completely invigorated after his recent health scare.

Thanks to the people that came out on a very hot night.
My thanks go to Clive for his dedication in his time as our Chairman and also to Stuart who did an amazing job as competition secretary. Congratulations to Sparky on his re election as Chairman and I look forward to working with him. Good luck to our new Interleague Captain Dick Cable.
