I have asked people to read my proposals so I can find a seconder, but they haven't got back to me yet. Is there a way to submit something on my own?

I found the thread on deliberately preventing the black peg from being knocked over by causing a loss of break penalty, which prevents any more serious further penalty. I agree that is a loophole though I have never seen it happen in over fifty years of bar billiards.

It doesn't mean we should leave the loophole in there though, prevention is better than the cure as they say.
