I have put the proposals for discussion at the AGM together here. Comments here are welcome but only comments ofered at the AGM will be valid parts of the debate.
All the rule change proposals refer to the 2 Home and Away Interleague rules shown below.
Existing Interleague Rules
1.An Inter-League match will consist of 7 single games, the away team to have the breaks on games 2, 3, 5 & 6 and the home team to have the breaks on games 1, 4 and 7. In each of the seven games the home captain must nominate the home player first at the start of the game. Where two or more players in a team have the same surname the full Christian name shall be entered on the result card and the identity of the first named player be established before the second player be named.
2. Teams awarded two points for each match won and if level on points at the end of the season, games for and against to decide the winners. If still level aggregate score will decide the winners
PROPOSAL 1 by Bernie Lawrance Mid Sussex
Interleague (home & away)
I would like to propose that we change the 'draw' to a PROPER draw system. ie Captains draw their opponents players 'from a hat' ‘This would help the lower divisions by not having to field 'sacrificial lambs'. If necessary this rule could be applied to Div2 & 3 only (perhaps there aren't as many 'lambs' in Div1.) It is hard to get players to commit to Interleague and when they know that they will more than likely end up against the opponents top player it makes it even harder, so what are we supposed to do? Put weaker players against weaker players? then we are not picking a team to win. So lets make it a random draw.’
PROPOSAL 1 would change Home and Away Interleague Rule 1
From

To ….Before the start of play Captains should ‘draw’ the names of the players for each of the seven games. The games will take place in the order drawn…..
PROPOSAL 2 by Bernie Lawrance Mid Sussex
Should Proposal 1 fail I propose that the away team have all the breaks. ‘At least the newer players would have a chance of picking up a scalp.’
PROPOSAL 2 only to be voted on if proposal 1 fails would change Existing Rule 1

PROPOSAL 3 by Clive Thompson Mid-Sussex
‘I would like to propose the following rule change for consideration at the 2006 SCBBA AGM :
Home and Away Interleague Rules
Delete part of the wording referring to captain nominating player for each game, replace with :
Before the start of the match the captains shall draw their players "out of a hat", and the players shall play in the order as drawn, with first break sequence following this order : Home player, away, away, home, away, away, home. Should a player drawn not be available to start his/her game when needed to, the order of play may be switched to suit the opposing team captain, but he/she must play against the player he/she was drawn to play, and the order of breaks must be preserved on all accounts. Should this not be possible he/she shall forfeit the game.
I understand that a similar proposal has been submitted by Bernie Lawrance, so would suggest that this be taken as an amendment to his original wording.’

Well we tried, God knows we tried, and it went to a 10-all vote and it was lost on the Chair's casting vote. So we're left with the STATUS QUO. It must have been nice for the AGM to be so well-attended, though, due to Mid Sussex turning up mob-handed ! But for our efforts, we received a very well-presented Souvenir of Sussex bar billiards for the season, put together by Alan Messer.
Alan is carrying on for one more year as Secretary and Mark James one more year in Competitions, with part of it split away under Dave Jones (sorry, not sure which way round it was). Roy retired as President and we have a new President in Dave Hampton. Mucho respecto !
We were slightly stitched up by Bernie being encouraged to withdraw Proposal One as it was covered by Proposal Three, and then found that we were voting on a radical change to cover all three Divisions of Home/Away Interleague. With a slightly better presentation it could have got through that the lower divisions only reverted back to the random draw. The teams in the top division seem to like it how it has been for the last ten years anyway, I know Redhill do although they weren't represented.
Bernie did get his Sussex B team proposal approved, so all was not lost.......Having championed the idea on this Forum in the first place I then employed the strange strategy of opposing it on the grounds that "it would be detrimental to the interests of Surrey B". I just knew that would have the desired effect. ;) ;) Gareth could see what I was up to, and I just hope that the tactical ploy was also appreciated by Dave Hampton. ;D

Clive I am running the home and away inter league season.
I first thing I am going to do is try and organise the home and away season so that no dates clash with Opens and other various dates in the bar billiard calendar that annoy players in Sussex. ie Berkshire Open, Bournemouth pairs etc.
So watch this space as to when the inter league will start.

circumstances dictated that I couldn't be at the AGM, but I trust all was discussed amicably and settled democratically.
Welcome to the new County officials -
Dave Hampton the new SCBBA President.
Dave Jones who has taken on the Home and Away Interleague - I wish you well in your quest to keep everyone happy Dave. I'm sure that there will be lots of people to advise you how to do it.
I also welcome Kevin who will shadow me in my role as secretary this year with a view to taking over the reins in 2007
and finally best wishes to
Bernie Lawrance who has taken on the role of non-playing captain of the SCBBA 'B' side
I will publish full minutes of the meeting here once Mark has passed them on to me.
