PROPOSAL 1

SCBBA Rules for Playing ConditionsRemove all of the current Rules relating to "Playing Conditions" in this section and replace with....
1) All matches should be played under the Rules and Playing Conditions approved by the AEBBA and shown on the AEBBA Website.
2) A copy of the AEBBA Rules should be available at all League venues and also all SCBBA Competition Venues and these should be referred to in the event of any dispute during the course of a match or competition.
Reason for Proposal - to ensure that the latest AEBBA Rules for Playing Conditions are always kept updated and adhered to within all Sussex Leagues and Competitions. The Rules covering Competitions within Sussex will continue to be maintained and updated as required.

PROPOSAL 2

In the section relating to Leagues that are affiliated to SCBBA), removal of the following from the Rules:-
17. Immediately Affiliated Leagues have completed their Winter season's competitions, the Secretary will forward to the Association's Secretary the following information: -
Name of League Champions & Runners-up.
Name of League's Individual Champions (Men's & Ladies) and the runners-ups.
In all cases addresses and telephone numbers to be included with this information.
Reason for removal - since there is no longer a Champion of Champions Cup and entry to the Watney Mann Cup is no longer restricted to either the winners / runners-up from each League, this Rule is no longer relevant.... and I very much doubt if anybody has abided by it for many years anyway!

PROPOSAL 3

In the section relating to Leagues that are affiliated to SCBBA, the addition of the following new Rules....
17. All Member Leagues agree by their affiliation to abide by the association’s rules.
17a. All Member Leagues agree to inform Teams within their League that rules relating to Playing Conditions are now in accordance with AEBBA Rules.
Reason for proposal.... to extend the same level of responsibility to Member Leagues in respect of abiding to the Rules that SCBBA have to give by their affiliation to AEBBA (under AEBBA Rule 17) and to confirm that Teams are made aware of the current AEBBA Rules.

PROPOSAL 4

In the section concerning "RULES FOR SUSSEX TEAMS COMPETITION"
Amend Rule 3 to add the sentence that is
underlined below....
3. A Team will consist of 5 players all of which must have been registered for that Team during the previous season of the league, together with one guest player who must be notified to the Competition Secretary before the start of the Competition.
No player may play for more than one team in this competition during the same season.
Reason for Rule Change.... There is currently no rule to stop a player that fulfills the other criteria from playing for more than one team at present.

PROPOSAL 5

In the section entitled...."SECONDARY" COMPETITION - ONE DAY BASIS - THIS IS AN 'OPEN' COMPETITION
The first Rule states....
1. REGISTRATION - In this competition, a player may play for another league than the one represented in the main competition, if the original league does not make any formal objection. Disputes are to be resolved by the SCBBA committee.
A proposal to add the following Rules....
1a) The One Day Competition will be divided into "sub-competitions" consisting of teams representing their League being placed in "Open Categories" for Division 1 and Division 2 based on their performance in the Competition the previous season. There will be separate competitions for "Ladies Only Teams" and for "B & C Teams", who will not be eligible to play in the Main Competition.
1b) All players must be registered players within the Leagues that they represent in any of the competitions. Any player found in breach of this Rule will be disqualified and their games awarded to their opponent.
1c) Once a player has represented their League in either Division 1, Division 2 or the competition for B & C Teams in a One Day Competition, they are not eligible to play for another team in any of these sections during the course of the same season.
1d) Lady players are eligible to take part in both the "Ladies Only" Competition and also in one of the "Open Categories", provided that Rule 1c) is adhered to. Lady players do not have to represent the same League in the Ladies Only Competition as in the Open Competition, but Rule 1b) must be adhered to for them to qualify to play in both competitions. Ranking Points earned in the Ladies Only competition will not count towards the "Open" Sussex Masters Competition.

PROPOSAL 6

In the area relating to the One Day Competitions, the current Rules state....
"SECONDARY" COMPETITION - ONE DAY BASIS - THIS IS AN 'OPEN' COMPETITION
5. During the playing of the day’s competitions, once a series has commenced, Team Captains will not be allowed to make changes in their Teams until the series being played has been completed.
6. All Team changes must be advised to the Administration Desk before the start of the series in which the change of players is to be effective.
A proposal to amend these rules to read....
(New Rule) 5. At the start of the Competition, a draw will be made to determine the position within the team that each player will occupy for the duration of the Competition.
(New Rule) 6. Captains will be allowed to make changes to their team to enable reserves to play during the course of the competition, however these must be made prior to the start of the next series of games and the Competition Organisers must be notified before the substitute is allowed to play a match.
Reasons for proposals....
Rule 5.... there is no rule that currently states this.
Rule 6.... Combines Old Rules 5 and 6 into one Rule.

PROPOSAL 7

In the section relating to the One Day Competition....
"SECONDARY" COMPETITION - ONE DAY BASIS - THIS IS AN 'OPEN' COMPETITION
A proposal to add the following Rules...
New Rule 8) In Competitions where matches are played as Double Leg games, both players shall have the break at the start of one leg as determined by their position in the draw for their Team.
New Rule 9) In Competitions where matches are played as Single Leg Games, the player having the first break will be decided by their position within the draw for their Team and all games will be played on a basis of Even Break but not Equal Time.
Reason for proposal.... there are no current rules stating this.

PROPOSAL 8

In the section entitled..... "MAIN" COMPETITION - HOME & AWAY BASIS
A Proposal to add the following new Rule....
New Rule 9) No player may practice an "away" table on the day of the match on any table that their team are scheduled to play on. Any Player found in breach of this rule will not be permitted to play at the time of the match and if any player is found retrospectively to have breached this Rule that game will be awarded to their opponents and their game score will be counted as zero.
Reason for proposal - There is currently no direct rule that states this in the Inter League section.

PROPOSAL 9

In the section entitled..... "SECONDARY" COMPETITION - ONE DAY BASIS - THIS IS AN 'OPEN' COMPETITION
Proposal to add the following Rule....
(New Rule) 7. If one of the originally named players at the start of the competition is substituted during the course of the competition, that player may be then used again later in the competition but that player
must return to their original position in the line-up of the team. The substitute that they have replaced can then be used in another position within the line-up of the team if required
providing they would not be playing on any table they may have previously played. Adherence to Rule 6 applies to all substitutions made during the competition.
