BILLINGSHURST BAR BILLIARDS LEAGUE
Minutes of the 56th AGM, held at Roffey SSC on Wednesday 19th July 2023
Those present: John Tidy, Dave Sands, John Slee, Mick Clack, Brian Goodchild, Bill Hammond, Steve and Roz Holden, Dick Dewdney, Clive and Margo Thompson, Dick and Lee Cable, Dave Simmons, Colin Bolton, Jim Balchin and Pete Fisher
Apologies for absence: Chip Sawyer, Ding and Mick Johnson, Dave Slater, Rick Dewdney and Iain Tarrant
Meeting opened 8.30pm by the Chairman who welcomed Members to the Meeting.
The minutes of the 55th A.G.M. which were available on the night, were proposed by
Dave Sands and seconded by John Slee as a true record of what took place, put to the vote and carried, There were no matters arising.
The Chairman thanked the Secretary and the committee for the smooth running of the previous season. Also mentioned the sad passing of Steve King from the Windmill team who suddenly died just after the season ended after winning the best performance awards in both the Horsham and Billingshurst leagues. He will be sadly missed by all. Finally the chairman thanked Alfold Club for holding a successful finals night, and John Slee and team for unloading and setting up the two additional tables
The Secretary gave his Report on the previous Season hoping that everybody had enjoyed the season. He thanked the Committee and all of the players for the smooth running of the league. This was echoed by Clive Thompson who congratulated the secretary and the committee for the previous season
The Statement of Accounts, which were available on the night, were discussed.
The closing Bank balance was £1,078.06
The treasurer mentioned that the changing of the signatories had not gone smoothly, but should now be actioned. He was just waiting for confirmation from Barclays Bank. The signatories are now either the Chairman Dave Simmons or himself
He estimated that about £200.00 of the balance would be required to complete this engraving, and a further analysis would be given later in the first item of other business
He also confirmed that the bank balance was supported by the latest bank statement but unfortunately the statement was not available at the AGM. Since then a copy of this statement has been sent to John Slee to confirm the balance of £1,078.06
It was proposed by Mick Clack and seconded by Dave Sands that the Accounts should be accepted, put to the vote, and carried.

Governing Committee of playing Members
Ding Johnson (Replaced by Margo Thompson), Dave Sands, Dave Slater, Colin Bolton, and John Slee (Margo Thompson was proposed by Clive Thompson and seconded by Dave Sands)
It was decided that the rest of the Committee should be elected en-bloc. This was proposed by Mick Clack, seconded by John Slee and the vote was carried
ANY OTHER BUSINESS
LEAGUE FEES
To increase to £50.00 per season per team, and £2.00 per person for Individual Competitions
The treasurer argued that an increase was needed as currently the expenses for the previous season were higher than the income, especially finals night which cost the league £134. Also about £200 to £300 would be required for the engraving of the trophies’
Proposed by the Committee Seconded by Clive Thompson and passed by a show of hands
RULE 32A TO BE AMENDED AS FOLLOWS
In the case of a shortage of neutral venues, a non-league table within the vicinity may be used at the committee's discretion, providing that: a) it has the licensee's agreement and b) is considered to be of an acceptable playing standard
Proposed by Clive Thompson Seconded by the Committee and passed by a show of hands
FORMAT OF LEAGUE NEXT SEASON IF 8 TEAMS, AS PER LAST YEAR, IF 9 OR MORE TEAMS HOME AND AWAY ONLY, NO THIRD ROUND OF MATCHES
Format of home and away matches for a 9 team league agreed at the AGM
It was also agreed that if another team wished to join the league they could replace the Bye and play friendly matches
WHERE THERE IS AN ODD NUMBER OF TEAMS, THE TEAM DRAWN LAST WILL PLAY IN THE TEAM CUP AND NOT THE PLATETHEN AFTER THE FIRST ROUND, THIS TEAM WILL PLAY ONE OF THE OTHER FOUR WINNERS OF THE FIRST ROUND TO DETERMNE THE FOURTH SEMI FINALIST
THERE WILL BE NO GROUP STAGE MATCHES
Format of team cup matches for a 9 team league agreed at the AGM
IN ALL LEAGUE MATCHES THE COMMITTEE RECOMMENDS THAT THE HOME TEAM HAVE THE BREAK IN GAMES 1 AND 4
After a short discussion it was decided to stay with the away team having the break in all league games by a show of hands
PROVIDED THAT THE LEAGUE CONTINUES TO HAVE AT LEAST 8 TEAMS, THE COMMITTEE PROPOSES THAT DIVISION 2 IS REINSTATED FOR THE SEASON 2024/2025 THE LEAGUE POSITIONS IN THE COMING SEASON WILL DETERMINE THE DIVISIONAL BREAKDOWN OF THE LEAGUE
Agreed at the AGM with the bottom team in Division 1 being relegated, and the champions of Division 2 being promoted
Whether there is a league trophy and personal keepsakes for the runners up has still to be decided
Clive Thompson also to look into the possibility of using the Division 2 trophies of the old HBBL league
NEW TEAMS (DISCUSSION)
The Secretary mentioned that there will be two new teams in the league, The Plough at Lower Beeding and a second team at Roffey SSC
FUTURE FINALS NIGHT (DISCUSSION)
The Secretary mentioned the fact that the Old Gits in John Slee’s team found that they struggled to unload and load the two tables from the van required for finals night.
For next year’s final night some younger blood was needed, and Lee Cable volunteered to be a young buck
MASTERS COMPETITION FOR LAST SEASON AND FUTURE SEASONS (DISCUSSION LED BY CLIVE THOMPSON)
Clive gave details of having a Masters Competition with both HBBL and BHBBL players being involved, and will be a memorial to Steve King, and be played at The Inn on the Green Ockley on Saturday 30th September
The HBBL cups for the Winner and the Runner Up have been rescued by Clive and will be donated to the BHBBL for future seasons
This competition is sponsored by the West Sussex County Times
Next season this competition will be run by the BHBBL, its format being decided by the Committee after liaising with the players throughout the season. There will be no bonus points being awarded for higher scores, and the entries for this competition will be decided on the number of league games won during the season
KING AND BARNES OPEN DOUBLES COMPETITION FOR THIS YEAR AND FUTURE SEASONS (DISCUSSION LED BY CLIVE THOMPSON)
This competition which was last run before Covid will be played as a one day event at the Inn on the Green on Sunday 1st October. There will be a trophy and keepsakes for the winner and runner up
Entries to be notified to Clive Thompson
This competition is sponsored by the Hall and Woodhouse brewery based in Blandford Forum Dorset
If there is enough interest in the BHBBL league, this competition will be run in future by the BHBBL, probably during the summer months
There will be an entry fee of £3.00 per player in future seasons
Its format being decided by the Committee after liaising with the players throughout the season
HOME AND AWAY INTER LEAGUE SIDES
After discussion it was decided that there was not enough interest to enter the home and away inter league
A team will certainly be entered in the one day competition, and if there was enough interest a team would also be entered into the B one day competition
