Hastings AGM Notice from Sandy Harmer
23rd Sept 2015 at the Ashburnham arms 8.30pm, please ensure at least 1 member from each team is present
There has been three proposals put forward for a vote, if you would like to make a proposal please send it to me (Sandy Harmer) with the proposal and seconder.
Proposal 1 The winter league (non Handicap)
Proposed Colin Southouse seconded Mike Daw
The League to be split into 2 divisions Div 1 OKJ, Plough, Royal albert, Ashburnham Div 2 The Jenny Lind, Nags Head, Prince of wales
All teams play each other twice but when a div 1 team plays a div 2 team home or away, the Div 2 team gets ALL the breaks
Proposal 2 Handicap proposal
Proposed Colin Southouse seconded Chris Haynes
In the Handicap comp. all matches should be even breaks
Reason The higher handicapped player is already at a disadvantage,to be against the break as well seems unfair
Proposal 3 Both winter and handicap league
Proposed by Roy Harmer seconded by Sandy Harmer Increase the number of games to 6 per night and teams will be able to play with between 3 - 6 different players. A 3 man team would make everyone play twice, a four or five man team will all play once and for the remaining games a player(s) will play a second time but drawn out of a hat. A six man team will all play once.
Reason: Teams are struggling to get five players and we want to see all the current teams continue playing.

Chairmans Report Bob Osborne Nothing to report
Secretaries Report Sandy Harmer Sandy gave a brief summary of the season and thanked those who participated in the league and handicap competitions and help received from other officers during the season
Treasurers report Colin Southouse Colin handed out a spreadsheet detailing the income and expenditure for the year and explained the special expenses this season due to the bank account being frozen as the previous but one treasurer had left without transferring authority to the next treasurer, all sorted now. The new signatories of the account are Colin Southouse, Bob Osborne and Sandy Harmer any 2 of these can withdraw funds as required, the surplus this season was £130, the treasurer recommended that though our SCBBA affiliation fees had increased (£95) there was no need to increase subs of competition fees this year and remain as below. Winter league registration £20.00/team Competition fees £2 per person for each entry
Sussex Interleague Well done to Phil Osborne and the Hastings team, they were promoted to div 1 this year. We have registered an Hastings B team this year, which will play in div 3 based at the Seven Sisters Eastbourne with Chris Haynes as captain, those wishing to play should contact him those already registered are Roy Harmer, Mike Osborne, Dave Pearce and Jamie Minihane

New Positions 1. Publicity officer Andy Ellison accepted the position with a brief to develop the exposure of Hastings Bar Billiards in the area and to promote opportunities for new players to take up Bar Billiards 2. Hastings Bar Billiards Web site coordinator Billy Skinner supported by Ray Norton will take over the running of the Hastings Bar Billiards web site and keep it up to date as best as practicable Committee Members No new committee members were proposed
Rule Changes
Proposal 1 Winter League Only 8 Teams The league be split into 2 divisions proposed by Colin Southouse seconded by Mike Daw Div 1 teams will be OKJ, Ashburnham, The Plough and Royal Albert Div 2 teams will be The Jenny Lind A, Jenny Lind B, The Nags head and The Prince of Wales All teams will still play each other twice as normal, but when a div 1 team plays a div 2 team home or away the Div 2 team will have ALL the breaks, there will be no promotion or relegation, the position of teams in div1 or div 2 will be decided at the next AGM, the criteria being whether or not a team can hold its own without the advantage of all breaks. The rule change was accepted by majority vote

Proposal 3 Proposed by Roy Harmer seconded by Sandy Harmer Increase the number of games to 6 per night and teams will be able to play with between 3 - 6 different players. After much discussion the rule change was rejected by majority vote, but an amendment was proposed by Tony Gates to read 5 games will be played on each night 5 team players in each match, but teams struggling to find players will be allowed to play with a minimum of 3 players, the 4 player rule will no longer apply and a penalty will no longer be enforced. Any player playing a 2nd game will forfeit the break unless In the unlikely event of 2 teams short of players and both players having a 2nd game have already had the break or neither have had the break or both players are in the same division then there will be a toss of a coin to decide on 1st break of a double break game The rule change was passed by majority vote NB. The committee have had to make a small adjustment to the proposal as agreed at the AGM to make it workable in practice
Any other business
It was requested by Colin Southouse that both teams forward result cards for each match to ensure errors are spotted and queries can be raised and that surnames are recorded as well, especially if there are 2 or more players in the team with the same Christian names. Please also mark on the scorecard when 3 player rules are in operation. It was requested by Clive Minihane that players should refrain from criticising tables unnecessarily. Remember this is a friendly league with the emphasis on enjoyment for all players It was agreed that future AGMS/meetings will be held at registered venues throughout the league on a rotation basis, a register of used venues will be updated as meetings take place
Summer league The summer league format this season will probably need changing due to lack of available weeks in the program, please also note that the Summer league fee of £10 discussed at the AGM has been withdrawn and is not now due
