The current version of this rule is (I believe):-
The player with the highest aggregate score over the two legs will be awarded two points, the loser nothing.
In the event of a tie it will be one point each.

Agree with the above.
Final group positions to then be determined by
1) Points (ie matches won) 2) Aggregate scores over all matches 3) Not sure....nothing has been agreed if aggregate scores are equal, admitedly unlikely to happen but there needs to be a provision for this just in case it does....
With regards to 3) this is a gap in the rules which (I believe) has never been addressed at the AGM, so what would happen, would it be discussed at next years AGM before it could be fixed? There are obvious alternatives for 3) it could be legs won (then you would need another criteria as they could be equal), head to head result (what if they tied their match), a x-minute timed break, but as TD, I would not have any backup if I had to make that decision, or am I allowed as TD to make a decision there as I don't have a rule that caters for the situation.

Regarding 3) that is a change of rule as the actual, incorrectly applied rule is
1) Points 2) Most matches won 3) LEAST MATCHES LOST 4) Aggregate score
3) should be dropped as it has been ignored for years
5) should be added as the player with the highest leg score wins
6) If still tied one timed five minute max break.
