Give the more traditional town/village which is the location for the Town Hall within these London Boroughs. As an example, Merton Town hall is in Wimbledon. Get the picture ?

Good effort Wolfman in answering everyone without passing.
You have 9 out of the 11 Town Halls correct. No.3 is plausible, but not correct. No.7 is wildly out.
With the District Council offices, only 13,14 and 19 are correct. 12,15,16,18 and 21 were plausible, but not quite right. 17 and 20 were wide of the mark.

Uxbridge is spot on, 3) should be Erith, but I have to give the point for Bexleyheath as that is the District (and probably the postal address). So now only the District Councils left........

An unqualified yes to 16) 17) and 21).
Having become obliged to research 12) 15) 18) and 20) I find that Barbelman has correctly named the new offices for 15) 18) and 20) and that the answers I had (Walton-on-Thames; Weybridge and Caterham) no longer apply as the offices have moved and they remain as nothing more than libraries. :-[ :-[ :-[
Finally, the old Beaconsfield District no longer exists as such: under the old regime the offices were in Slough, but they are now headquarters of the comparatively-recently-formed Slough Borough (which incidentally is in Berks and not anymore in Bucks !) Beaconsfield now has a Town Council of lesser importance, with council offices in the town itself. So the nearest thing we have to fit the question is "South Bucks District Council". Tony - and Wolfman before him - correctly nominated Denham as the site for South Bucks District Council Offices, so points all round for that. I also owe Wolfman a back point for 15) Esher.
