Guernsey Barbilliard League
I would like to propose that Guernsey Barbilliards is restructured into a Singles League competition.
All team league matches would no longer exist.
I have taken the current rules published on the GuernseyBarbilliards.org.uk website for refence below. And made I propose that the following rules be voted upon ad the forth coming AGM on the 20th July 2021
Rule 1 remove first and second reps and change to general committee members
Rule 2 An Annual General Meeting shall be held not later than twenty eight days after the league finals night.
Rule 3 vi level of reg fees changed to individuals
13 change to Registrations will be done on an individual basis, all League players to pay a fee of £10 each for the first season with ongoing registration fees set each year at the AGM.
Rule 14 doesn’t seem to exist
Remove rules 15 and 16
Rule 17 should have been replaced with positions for selections of the Island team. This is to be extended to the England match and now to be the singles league. Plus, one place given to the Singles island Knockout Champion.
Numbers of players for each match will be set by the committee based on the agreements each year with Jersey and England.
Rule 20 to be changed from teams to individuals.
Rule 21 results are to be sent electronically by both players failing to forward scores to the Secretary within forty-eight hours will have one point deducted from their league total, subject to the discretion of the Committee.
22 to be replaced with matches will consist of 2 games each worth 1 point. There will also be an additional point awarded for the highest aggregate score from both games. Both players will have the opening break one in each game. The order of play will be decided by the toss of a coin.
23 replace team with individual
24 Amend to reflect Individual
25 change to reflect a referee will be provided on a volunteer basis at the venue. If no referee is found those playing will need to arrange this themselves.
27 matches will start from 7.30pm with a 40 minute gap to the next game, these will be published by the committee prior to the beginning of each season. These times can be changed but only if agreed with the agreement of all players affected.
32 Any individual who wishes to postpone or rearrange a league or knockout match may do so provided:
a) All re arranged games must be played before any final’s night or within 14 days of the original date. Except for exceptional circumstances by which the committee will make a separate ruling.
b) In the event of any disagreement regarding the postponement or re-arrangement of a match, the matter shall be referred to the Committee, the decision of which will be final.
ii. All league and knockout matches are to be played at the designated venues.
C) dates and times will be set for all knockout matches at the time of the draw, all games not played by this date will mean that both/all players will be removed from the draw, unless one player turns up at the specific date and time set by the committee or the said player receives a bye from his opponent.

New competition to be added to the schedule.
An individual handicap knockout to be introduced.
Players will receive their handicap based on their latest 1 season stats. (going back as far as 5 years a maximum for those who have not played in recent times).
For those without any playing history in those preceding 5 years will receive a handicap of zero.
Ie player 1 has a average score and handicap of 1000 v player 2 who has an average score or handicap of zero. Player 2 will receive a 1000 point head start. Choice of breaks will be decided by he toss of a coin.
