5. Admiral of the Fleet 13. Admiral 1. Vice Admiral 3. Rear admiral 12. Commodore 10. Captain 8. Commander 14. Lieutenant Commander 2. Lieutenant 16. Sub Lieutenant 4. Midshipman 9. Master At Arms (a Chief Petty Officer, but out ranks all Junior and Senior Rates including W.O. but not W.O.M.A.A.) 15. Warrant Officer 7. Chief Petty Officer 11. Petty Officer 6. Leading Hand
A Master At Arms and Warrant Officer MAA are the only non-commisioned Officers allowed to carry Swords.

Regg3y, I'm going to give you the lot, although it only matches 95% what I have on my piece of paper. And you speak with such authority I would imagine you have first-hand knowledge !
Instead of Master-at-Arms, I had Warrant Officer 2 in a lower-placed position, just above the CPO.
My father was a CPO but he left the Royal Navy in 1947 and things have changed since that day (Leading Seaman and Able Seaman were the lowest non-commissioned ranks then, for example - rather than a "leading hand" or "leading rate" which I'd never heard of !)
Here's what Wikipedia has to say about Masters-at-Arms : Until 1949, WOs and CWOs carried swords, were saluted by ratings, had their own mess and ranked between Sub-Lieutenants and Midshipmen. In 1949, the ranks of WO and CWO were changed to "Commissioned Officer" and "Senior Commissioned Officer", the latter ranking with but after the rank of Lieutenant, and they were admitted to the wardroom, the WOs messes closing down. Collectively these officers were known as "Branch Officers", being retitled "Special Duties" officers in 1956. In 1998, the Special Duties list was merged with the General list of officers in the Royal Navy, all officers now having the same opportunity to reach the highest commissioned ranks.
